AAE is a group of seasoned professionals with a broad range of direct and related experience in the development of independent power projects. AAE differs from many US developers presently in Latin America, Pacific Rim, Eastern Europe, and elsewhere because of our active interest in creating projects with local partners.We are committed to teaching as well as simply developing projects. It is our strategy to multiply our market immediately needed expertise while at the same time helping our local affiliates learn this process in order that we can, working together, expand our abilities to undertake new projects.

As a result of our experience in Latin America, we have changed the development approach substantially in order to better address what we perceive the real opportunities to be. In recognition of the evolution of the IPP market in Latin America we have made a conscious decision to actively seek roles in consortiums where we can add additional value by helping to create development teams staffed primarily by people who are native to the country or region in which we are working (We have offices in five countries in Latin America). We feel that this will create a long term ability for local business to actively and constructively participate in the development of the tremendous potential in Latin America, and at the same time keep the cost down, because we can coordinate tasks which can be done by local people by phone, fax, e-mail, etc., avoiding this way costly trips, etc.

The new Democratic Government of Romania has retained AAE as its technical and financial advisor to explore the potential commercial arrangements for privatization process of Romanian energy assets, the rehabilitation, repowering, and modernization of existing thermal power plants, and to develop new greenfield power projects.

Julio Seitan, PhD, P. E. has worked in electrical energy industry in Latin America for twenty-five years in various capacities: Research & Development (with a group of international scientists from the American Academy of Sciences -where he is an active member) and OLADE. Senior Advisor of the Electrical Utility of the governments of Colombia, Ecuador, México, and Perú. Full time employee of EBASCO Services, Inc., General Electric, and ENRON Corp., as Development Manager in Latin America (Central America, México, Colombia, Perú, Venezuela). In the last five years he has worked with American Alternatives Energy Corporation (former Texas Power Corporation) developing projects for third parties. His experience ranges from hydro, geothermal, wind, and thermal power plants (greenfield, revamp, repowering, modernization, etc.) to nuclear reactors. (He coordinated the take over by EBASCO of the design, construction, and installation of the two nuclear power plants -BWR 675 MW each- at Laguna Verde, Mexico).

Dr. Seitan has a thorough academic training and advanced degree in civil/mechanical engineering and business administration using high-technology and fully integrated computerized approach. He is a registered professional engineer in several USA States, and some European and Latin American countries, a member of "The National Society of Professional Engineers," a Fellow (a distinction conferred on members who have been responsible for significant engineering achievements) of "The American Society of Civil Engineers," a member of the Academy of Sciences, and other scientific and technical associations and societies. His biography is in the dictionary of the "Who's Who in the World of Sciences."

Dr. Seitan is fluent in Spanish and several European languages. He has friends, relations, and contacts at all levels in energy related fields both in governments and business community cultivated during his activity in Latin America, and Eastern Europe. He personally knows all utility and governmental agency's executives in all and each country of Latin America from Mexico to Argentina as well as in Romania.
