Expertise in power project management, general contracting (lump sum, unit price, cost plus), turn-key (design/build) fast track, and construction management, domestic and international. Experienced in all aspects of the site management process, including design management, site supervision and coordination, contract negotiation and deal-making necessary to achieve successful financial closing. Experienced in project execution, management and controls (estimating, planning, scheduling, cost control, assessing daily progress, reporting, etc.), procurement, contracting and subcontracting and commissioning. Developed the following levels of planning and reporting: MANAGEMENT LEVEL (control critical engineering, procurement and construction functions); PROJECT LEVEL (monitor project performance); CONTROL LEVEL (split activities into measurable tasks). Developed Project Control System to accomplish the following objectives: PLANNING (define what has to be done and when); REPORTING (report what has been done and when); ANALYZING (know what is wrong early and why); CONTROLLING (take effective corrective actions).

Using various fully integrated computerized systems to monitor the daily construction progress, we developed interface between take-off quantities, estimating, planning, scheduling, monitoring, and accounting the projects. we developed the methods that enable files to be moved between taking-off quantities programs (AUTOCAD, INTERGRAF, PDS, etc.) estimating programs (G-2, Timberline, HCSS), project management systems (Primavera, Finest Hour, Openplan, Microsoft) spreadsheet (Lotus, Excel, Quattro) and database programs (in English, Spanish, Portuguese, French, and German languages). We also managed change orders by doing time and cost impact analysis, claims prevention, disputes, and litigations.


Construction Management

AAE provide administrative management and related services during the Construction Phase to supervise, monitor and coordinate the work of all the contractors.

    Coordinate and monitor the work to be performed by all of the contractors through to completion and see to it that the mate- rials furnished and the work performed are in accordance with the drawings, specifications and contract documents. Exercising regulatory control over all contractors. Coordinate the efforts of all contractors in order to deliver the project on schedule and constructed in accordance with the contract documents. Maintain monthly anticipated cost statements showing the status of each trade and its comparison to the original budget, changes, if any, and the anticipated cost to complete the project.



    On Site Management

    Maintain a full-time superintendent/management staff at the job site for the coordination and inspection of the work. Establish on-site organization and line of authority to administer the construction contracts. Establish and implement procedures for, and maintain coordination with IPP's project team, the contractors, and outside agencies having jurisdiction with respect to all aspects of the project. Ensure that the Construction Manager and Contractors prepare and develop an on-site record-keeping system which will be sufficient in detail to satisfy an audit. Such records will include, but shall not necessarily be limited to, daily logs, progress schedules, manpower breakdowns (daily by trade), financial reports, quantities, material lists, shop drawing logs, and the like. Coordinate the procurement of all legally required permits, licenses, and certificates. Assemble these documents from the contractors and deliver to IPP at the completion of work. Coordinate all aspect of the work with any agencies, utility companies, etc., who may be involved in the project. Monitor the work of all contractors until final completion and acceptance of the project, including a comprehensive final inspection.



    Coordinate Testing and Inspection

    Develop and establish testing, inspection and quality control procedures so that the standards of construction called for are met. Coordinate all testing provided by others as required by the technical sections of the specifications, and as required by the building code. Keep an accurate record of all tests, inspection conducted, findings and test reports.



    Shop Drawings

    Monitor the submission of all shop drawings, composite shop and coordination drawings, brochures and material sample Schedule and monitor the flow of all documents and materials for the proper sequence of approvals by the designers so as not to delay the progress of the work. Establish and maintain, on the site, a complete library of all contract documents, approved shop drawings and approved material samples. Review Progress payment Requests. Receive, review for accuracy and process monthly requests for progress payments from the contractors.Assemble and submit for payment, any general conditions costs incurred in connection with the project. Receive and review all change order requests from the contractors. Review unit prices, time and material changes and similar items. Consult with the designers, and after mutual agreement, submit recommendations to the client. Monitor and advise upon requests for changes required by field conditions and other changes to the work, See that all approved change orders are satisfactorily carried out in the construction. Implement procedures for the processing of change orders, including applications for extensions of time. Maintain adequate cost accounting records with respect to portions of the work which require the keeping of records and computations. performed by change orders, on a time-and-materials, unit-cost, or similar basis.

    Claims Avoidance

    Claims Avoidance starts with the preparation of complete, all inclusive construction documents and trade contracts which in- clude a complete fully understood scope of work. Should a claim arise, we will establish a case file and perform detailed review of the merits of the claim. The claim will be evaluated for merit and value. Claims without merit will immediately be denied in writing. Valid claims will, upon approval and concurrence by client, be negotiated in order to reach a fair and equitable settlement.

    AAE Corporation will:

    Review the construction documents prior to bid in an attempt to identify conflict discrepancies in area which form the basis of a claim. Perform constructibility reviews to verify that the detail in the documents can be achieved by the available work forcesand within the schedule time and cost parameters. Conduct pre-bid conferences to identify potential claim area and clarify is sues which are confusing the bidding contractor. Maintain complete records at the site. Evaluate and negotiate claims if requested.

    Close Out The Project

    At the proper time, coordinate the preparation of punchlists, and monitor the work to verify that these items are completed promptly. Prepare certificates of substantial and final completion, if required. Assemble all guarantees, warranties, operating and maintenance manuals from the Contractor, as required by the contract documents and forward them to IPP. Receive, check and forward to IPP all releases of liens prior to issuance of final certificate of completion and final payment to contractors. Make recommendations on the withholding of payments to contractors where deemed necessary. Determine value of uncorrected work. Expedite the contractor's preparation of "as built" drawings of the entire project in accordance with the terms of the specifications. The completed "as-built" drawings shall be subject to the approval of the design team and will be submitted to IPP for its records upon final completion of the project. Process the applications for final payments.
